Chloe Cayabyab

Associate

Chloe brings extensive experience as a mixed-methods researcher passionate about transforming data into engaging insights. Her work contributes to the advancement of labour market outcomes of equity-deserving groups through responsive training and education. As a mixed methods researcher, she has conducted both qualitative and quantitative research and evaluation, having led interviews, participant observations, focus groups, data visualization, and survey analysis. Chloe is also passionate about knowledge mobilization, leveraging her experience presenting findings to stakeholders and her creativity in visualizing insights. 

Chloe's diverse background includes work across nonprofit, educational, and public sectors, both in Canada and the Philippines. Prior to joining Medow Consulting in 2024, Chloe was an analyst at Blueprint where she assessed the effectiveness of different government-funded education and training programs. Chloe also worked for the Indigenous Advanced Education and Skills Council, contributing to research on better access to Indigenous-led postsecondary training and education as well as for Humber College, the Higher Education Quality Council of Ontario (HEQCO), World Renew, Copiinternational, and the Iloilo City Government in the Philippines. 

Chloe completed post-Graduate programs in research from Humber College (with Honours), and in International Development from Centennial College (With High Honours). She graduated cum laude for her Bachelor of Science in Foreign Service degree from the University of San Agustin, Philippines.
